Greeley, CO – July 22, 2026 – Upstate Colorado is pleased to announce the appointment of three new members to its Board of Directors: Todd Benson, Director of Community Banking, FNBO; Matt Betts, Vice President, JE Dunn Construction; Matt LeCerf, Town Manager, Town of Johnstown.
The new board members bring leadership experience from municipal government and private industry. Their perspectives will help guide Upstate as the organization continues its work to strengthen Northern Colorado’s economy through business attraction, retention, expansion, and regional collaboration.
Meet the New Board Members
Todd Benson: Todd is a Northern Colorado native who joined FNBO in 2024 and brings more than 25 years of experience in financial services. Working exclusively with commercial clients, he helps businesses of all sizes access the capital and guidance they need to succeed. His deep understanding of the region’s business community and financial landscape will bring valuable perspective to Upstate’s Board of Directors.
Matt Betts: Matt has been with JE Dunn Construction for nearly 20 years, leading significant construction projects that have helped shape communities throughout Colorado and Wyoming. With a commitment to community-driven results, he understands the importance of strong partnerships and thoughtful investment in the communities Upstate serves. Matt will bring extensive industry expertise and a strong regional perspective to the Board.
Matt LeCerf: Matt has served as Town Manager for the Town of Johnstown for nearly 8 years, guiding one of the nation’s fastest-growing communities through a period of remarkable growth. His experience balancing community priorities, economic development, and infrastructure planning, provides valuable insight into the opportunities and challenges facing Northern Colorado. A former Upstate Board member from 2021–2022, Matt returns with a deep understanding of the organization and a continued commitment to its mission.
